Improving Our Hometown

Vote to re-elect

Andrew Knapp

on March 19th!

With a focus on integrity and innovation, I am committed to representing the needs and values of our community.  Join me in shaping a better future for all of us as we continue Improving Our Hometown!

Please see below for important issues that Oldsmar is facing and how I can influence the best outcomes.

About Andrew

I am an Oldsmar native who feels strongly about giving back to my community through public service.  I have volunteered my time since childhood through scouting, becoming an Eagle Scout, and continue to do so by serving on the Oldsmar City Council.

I've been married to my wife Nicole for five years.  We are currently enjoying the thrills of parenthood with our two children, Leona and Henry.

My full-time career is in medical device manufacturing at MicroLumen, located right here in Oldsmar.  I have been with the organization for over 11 years.

When not working or attending council meetings, we love to spend time outdoors on our kayak and bicycles, travel all over to experience other cultures and enjoy quality time with our families.

Accomplishments

Increasing Public Engagement

Increasing Public Engagement

In January of 2023, the City Council adopted a Community Engagement Policy that I first proposed for consideration at a workshop in October of 2022.

This policy embraces the Spectrum of Public Participation created by the International Association for Public Participation.  The use of this spectrum is now woven into many elements of the city's functions.

Fiscal Responsibility

During my time in office, the Council has not raised the property tax millage rate.  We have not sacrificed any services to the citizens while keeping taxes fair.

Additionally, thanks to many sources of grant funding and state appropriations, the City has taken on no new debt while continuing to build upon our infrastructure.

Job search opportunity, recruitment agency. Hiring people resource, social analysing.

Charter Official Hirings

During my tenure in office, two of our Charter Officials retired, requiring the Council to hire their replacements.

Our new City Manager was sworn in to her role in January of 2022.  She has proven to be a valuable leader to the daily operations of our city government and will take Oldsmar to new heights.

We interviewed and selected a new City Clerk in early 2023.  She was sworn in to her position in April.  In a short period of time, she's made great strides in modernizing many of the functions of the Clerk's office.

Issues

Resiliency

Oldsmar's location and geography makes it a uniquely high risk area with respect to the effects of tropical hurricanes and climate change.  Being a generally flat landscape relative to our surroundings and positioned at the top of Old Tampa Bay presents major challenges to withstanding the effects of a catastrophic storm.

We cannot simply hope that bad storms or sea level rise won't affect us.  I will proactively support initiatives that make our community better able to withstand the effects of a storm.

Infrastructure

Oldsmar is undertaking many projects to increase safety, raise accessiblity and to improve critical services.  Projects that have been approved which I support are the St. Petersburg Drive Complete Streets initiative, Douglas Road Widening and Control Building replacement for the Water Reclamation Facility.

Infrastructure is an important aspect of government services and must be continually maintained or improved.  I will continue to press for important infrastructure projects that will advance our city for generations to come.

Smart Growth

Oldsmar is continuing to face demand for growth being situated at the top of the most densely populated county in Florida.  We have approved a new residential project for the city owned vacant land adjacent to the Library that may break ground in 2024.

Upcoming challenges for the city include attracting the right project for the city owned vacant land adjacent to City Hall as a seed for a future downtown and identifying locations for affordable housing.  We must make decisions that will be beneficial now and far into the future.
